But it seems somewhat unfair to England that they don't have their "own" government.
Anyway, this really reminds me of a unit we had in our advanced English class, all about the question whether there is something like "Britishness".

Those elections sound even more complicated than the ones we have to live through to elect our city counsel; it's a whole lot crossing names out and making 0 - 3 crosses behind names. Two pages of it.
